SENATOR RAMONI OLALEKAN MUSTAPHA: A RECORD OF LEGISLATIVE SERVICE AND CONSTITUENCY DEVELOPMENT THAT WILL NEVER FADE AWAY-A Research Profile by Double A Progressives Movement
Senator Ramoni Olalekan Mustapha, popularly identified as SLM, was born on 25 February 1960 and is a Nigerian politician who has represented the Ogun East Senatorial District at the National Assembly on two occasions.
He was first elected to the Senate in 2007, representing Ogun East from 2007 to 2011, and subsequently returned to the Senate after winning the 23 February 2019 National Assembly election, serving from 2019 to 2023. During his first tenure, he was appointed to several significant committees, including Niger Delta, Interior Affairs, Commerce and Capital Markets. Although his 2007 election was challenged, the Election Petition Tribunal upheld his election in May 2008. His legislative activities demonstrated a notable interest in environmental regulation, border administration, internal security and institutional reform.
In September 2007, he sponsored the Environmental Health Control Bill, while in December 2007 he joined members of the Senate Committee on Interior on an official inspection of the Seme border, where the delegation examined the difficult conditions confronting Nigeria's border infrastructure. In May 2008, he was selected as one of the representatives of the South-West on the committee established to review the 1999 Constitution, chaired by Senator Ike Ekweremadu.
As Chairman of the Senate Committee on Interior, he was also associated with an August 2008 report which highlighted the deteriorating condition, inadequate facilities and severe overcrowding in Nigerian prisons and called for increased funding and rehabilitation.
In February 2009, he travelled to London to participate in discussions concerning the repatriation of more than 800 Nigerian prisoners. These responsibilities, according to the Double A Progressives Movement, illustrate a legislative career characterised by committee engagement, policy advocacy and attention to matters of national importance.
A substantial aspect of Senator Mustapha's constituency record, as presented by the Double A Progressives Movement, centres on education and human-capital development. The Movement attributes to him the construction of 48 classrooms within less than a year, distributed across various communities and educational institutions in Ogun East.
The reported projects include three classroom blocks at Isokun Primary School and UNA Primary School in Ijebu Ode
St. Paul Anglican Primary School, Ago-Iwoye
St. Paul Primary School, Makun, Sagamu
St. John Primary School, Oke Jaga Oke Sopin, Ijebu Igbo
Fakale Primary School via Ogijo, Sagamu
CAC Primary School, Ijebu Ode
Muslim Primary School, Awa Ijebu
Baptist Primary School II, Ijebu-Ife
St. Brendan's Grammar School, Ogere-Ijebu
Christ Church Primary School, Sabo, Ijebu Ode
Shasumdeen Primary School, Oke Agbo, Ijebu Igbo
St. John Primary School, Shotubo, Sagamu
Irewon Community Primary School, Ijebu North-East
Fowman Primary School, Ilishan-Remo
Public Primary School, Oke Owa, Odogbolu.
In addition to classroom construction, the Movement states that more than 4,000 classroom furniture items were distributed to public schools, including the newly constructed facilities. His reported interventions also extended to community lighting, with approximately 500 solar powered lights installed or facilitated in markets and major streets across Ogun East. Beneficiary locations cited include Oke Aje Market, Obada Market in Ijebu Igbo, Oke Agbo Night Market, Ago-Iwoye Market, Ayegbami Akeredolu in Sagamu, Ogijo Market, Baga Italiwo Agbede Road, Lukosi in Sagamu, Awa Ijebu, Ilaporu, Sabo Quarter in Ijebu Ode and Imoru Road, among other locations. These projects were intended to improve visibility, enhance commercial activity and contribute to community safety, particularly during the hours of darkness.
Beyond education and community illumination, the constituency record attributed to Senator Mustapha encompasses physical infrastructure, electricity, healthcare, employment and social welfare. Among the reported infrastructure projects are the reconstruction of Ijagun Road off Ondo Road in Ijebu Ode, described as an important link toward the Ijebu Ode Ore Benin Expressway; the construction of the Ogere/Labeka Bridge in Ijebu Igbo to address persistent flooding and erosion; and the construction of the Ijagun/Gbabeto Bridge off Ondo Road in Ijebu Ode, which was intended to restore access to a route described as having suffered prolonged deterioration.
In the power sector, the Movement states that Senator Mustapha procured 40 electricity transformers for distribution across the nine local government areas of Ogun East, although the COVID-19 lockdown affected the distribution process. In healthcare, he reportedly provided financial assistance for eye surgeries for vulnerable constituents suffering from cataracts and glaucoma.
Employment facilitation also features prominently in the account: the Movement credits him with facilitating 1,127 federal employment opportunities for Ogun East youths during his 2007–2011 tenure, while subsequent interventions allegedly created additional opportunities for 16 youths recruited into the Nigeria Correctional Service and five youths employed by the Federal Capital Development Authority in Abuja. Furthermore, during the COVID-19 lockdown, when economic activities were severely disrupted, he reportedly distributed thousands of food packages to vulnerable constituents across the nine local government areas of Ogun East. Taken together, these interventions portray a constituency development philosophy that places emphasis on education, infrastructure, economic empowerment, public utilities and social protection.
In the area of legislative representation and oversight, Senator Mustapha's reported activities further demonstrate an emphasis on security, emergency response and governmental accountability.
On 6 November 2019, he moved a motion advocating the establishment of a naval base in Ogun Waterside Local Government Area and the deployment of police gunboats to vulnerable riverine communities, with the objective of strengthening security and protecting residents and waterways from criminal activities, including kidnapping. On 30 January 2020, he reportedly moved another motion calling on the Ministry of Humanitarian Affairs and the Nationaln Emergency Management Agency (NEMA) to provide urgent assistance to traders affected by an incident at Sagamu Market.
He also participated in oversight responsibilities involving government agencies and served in parliamentary committees dealing with state and local government affairs, works and housing, among other areas. From the perspective of the Double A Progressives Movement, the totality of these legislative and constituency interventions constitutes a record of service driven less by political theatrics and more by tangible community oriented initiatives.
The Movement therefore characterises Senator Ramoni Olalekan Mustapha as a “Man of the People,” “A Man of Bold Ideas,” a “Noiseless Senator,” and a “Silent Achiever,” emphasising the philosophy that measurable accomplishments should speak louder than political rhetoric. His supporters maintain that his legacy in Ogun East should be assessed through the enduring value of his legislative contributions, constituency projects and interventions in the lives of ordinary citizens.
In this regard, SLM is presented by the Movement as a public servant whose defining attributes are quiet effectiveness, purposeful representation, developmental vision and commitment to community service hence the enduring description: SLM Man of the People; SLM Bold Ideas.
