Ogun East Councillors’ Forum Announces 2-Day Capacity Building Workshop on Bylaw Drafting and Budgeting Processes, endorsement of Governor Dapo Abiodun for Senate

To enhance grassroots governance, accountability, and legislative effectiveness, the National Councillors' Forum of Nigeria, Ogun East Senatorial District, is pleased to announce a specialized 2-day capacity-building workshop for local government legislators.

The workshop, titled "Strengthening Local Governance: Empowering Legislators for Effective Bylaw Drafting and Transparent Budgeting_ ," will take place on April 8 -9, 2026 at the Itoro Hall, Ijebu Ode local government.

In light of recent developments emphasizing local government financial autonomy, this training is designed to empower councilors with the technical skills needed to fulfill their constitutional mandates, enhance financial oversight, and ensure the enactment of laws that directly improve the livelihoods of their constituents.

 Workshop Objectives:
• Bylaw Drafting : To equip legislators with the practical skills to draft, amend, and pass effective, actionable, and legally sound bye-laws.

Budgeting Process : To deepen understanding of the budget lifecycle—from formulation to oversight—promoting transparency, community involvement, and effective allocation of resources.

Fiscal Accountability : To enhance the capacity of councillors to review and track expenditures, ensuring value for money in public projects.

Endorsement & Declaration of Support 
Following our comprehensive review of the ongoing infrastructural transformation across Ogun State in less than 7 years, the Ogun East Councilors’ Forum will formally endorse and pledge our unwavering support for our dynamic Executive Governor, His Excellency, Prince Dapo Abiodun (CON) , for the Ogun East Senatorial Seat in the 2027 general elections.

"As the tier of government closest to the people, councilors must have the technical expertise to translate the needs of their communities into sustainable policies and projects," said Hon. Emmanuel Babalola, ```Chairman of the Forum``` . "This training is critical to moving from mere compliance to transformative, proactive legislative service."

The 2-day program will feature expert-led sessions on:
   • Techniques for creating community-driven, responsive bylaws.
   • The role of the legislature in revenue collection and management.
   • Ensuring compliance with Public Procurement Acts and financial regulations.

All elected 109 councillors from the 9 local governments of the Ogun East Senatorial District are encouraged to attend this crucial training.
